Hal Needham, chief scientist for Catastrophe and National Claims, or CNC, in Alabama has been building a database of hurricane events for several years as part of a project called U-Surge.

Needham's measurement of what he calls a "hurricane surge" for Hurricane Sally is 6 feet. With sea level rise, he said the total pool of salty water is up to 6.53 feet. The historical rate of sea level rise for Pensacola (1923-2015) is 0.81 feet, or 9.72 inches, per century, Needham said.
"What people really care about is the maximum water level, how salty it is compared to where there are no storms," Needham said. "People don't care if it's 80 percent storm surge and 20 percent high tide."
The National Weather Service noted that Hurricane Sally's surge on the Pensacola gauge was the third largest in recorded history, behind Hurricane Ivan in 2004 and Hurricane Miami in 1926 with a height of 7.42 feet. The 1926 hurricane made landfall near Miami as a Category 4 hurricane, crossed the state into the Gulf of Mexico, and then reached Pensacola as Hurricane 3.
Needham dug up historical records before the Pensacola gauge was set up in 1923 and found another storm ahead of Sally.

He said an unnamed 1906 hurricane that made landfall west of Mobile Bay as a Category 2 hurricane sent a 9.97-foot storm surge into Pensacola.
This would put Sally in fourth place for largest hurricane surge on the Needham scale, with Hurricane Katrina in fifth.
"It seems counterintuitive that people put their boats in the bay because 99 percent of the time it's the safest place," Needham said. "But in a hurricane event, the water gets in there and gets trapped, so it's common for the biggest storm surges in the bay."
To complicate storm surge measurements, waves can move on top of the waves, causing the water level to rise, said National Hurricane Center storm surge specialist Jamie Rhome.

"For all we know, the tide is at least 5.6 feet," he said. "Whether that's more or how much remains to be seen. That requires us to see large parts of the water, which we don't have yet."
The National Hurricane Center has extended a hurricane warning along the Okaloosa/Walton County line in Florida until 5 p.m. EDT Monday, September 15 – 37 hours before Sally made landfall near Gulf Shores, Ala., as a Category 2 hurricane with winds of 105 mph.
Forecasts of storm surge along the coast and in Pensacola Bay continued to increase from 2-4 feet early on September 15 to 4 to 7 feet in the hours before landfall.
"It's a reminder that a small storm surge in the right place can be devastating," Rhome said.

For Simmons - who says his hotel and bar is one of the few "Old Florida" buildings left on Pensacola Beach - he hopes to repair the structure instead of rebuilding it. A complete rebuild will likely mean an expensive addition to comply with hurricane codes.
"I'm trying to save something here for the poor guy," said Simmons, who also suffered damage after Hurricane Ivan. “I swear I kept saying I would never do it again, but I did. Pensacola, Florida was one of the hardest hit cities when Hurricane Ivan made landfall on September 16, 2004. Two days later, on September 18, the Iconos satellite captured images of this disaster. Piles of boats pushed ashore are different from the neat rows parked along the harbor on January 4 2003. Buildings around the harbor were also damaged. The Associated Press reports that up to 52 people died in the United States when Ivan moved to the East Coast in Alabama and Florida.

2005 July 10 Hurricane Dennis hit with winds of 120 mph, but most of Pensacola was feeling 100 mph as the worst of conditions arrived over Navare bch. Santa Rosa County, which was directly hit by the eye of the storm, suffered the most damage. The roof of the courthouse was blown off and Santa Rosa and Navarre Coast Road were flooded.
